OVERVIEW:

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (OIT) provides information technology support to over 13,000 employees.  OIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies. OIT is seeking a highly talented individual who can provide programming and analysis for a variety of applications for the Department of Education.

 

ABOUT THE JOB DETAILS:                                                                                                   

This is technical services work involving the development and maintenance of computer programs.

Responsibilities include designing, developing, and maintaining application programs. This position offers an agile approach to the work and may include assignments and skill building directed toward either more complex programming or systems analysis activities. The role offers the opportunity for developing program specifications, analyzing and designing small systems or sub-systems, and performing programming work of greater breadth and complexity. Work is performed under limited supervision.

WHAT WILL YOU DO?   

  • Write application programs of moderate complexity employing higher level languages such as 3 GL's, 4 GL's and enterprise class application development tools (examples: C#, MVC architecture, SSIS, and SSRS) to meet user needs.
  • Test and debug computer programs to ensure application operates correctly and meets user requirements.
  • Study and evaluate user problems and operations to produce feasibility or scope and objectives reports, functional requirements, and design specifications.
  • Implement programs and train users to ensure users are aware of application's critical aspects, capabilities, and proper use.
  • Write final user, system, and program documentation to facilitate system use and future modifications. Maintain existing systems and responds to problems to ensure programs remain effective. 
  • Lead or participate in walk-throughs of system and program designs, coding, and testing to minimize occurrence of program problems. Attend and participate in vendor, agency, and computer-based training programs to develop technical skills and expand knowledge of automation technology products and capabilities.

 

REQUIREMENTS? 

  • Experience in agile development methodology and practices.
  • Cyber security.
  • Knowledge of high level programming languages and enterprise class application development tools.
  • Knowledge of operating system facilities.
  • Knowledge of computerized file organization and access techniques.
  • Knowledge of program documentation procedures.
  • Knowledge of structured programming.
  • Knowledge of programmer productivity tools and aids.
  • Knowledge of computerized problem-solving tools.
  • Knowledge of all phases of the project development cycle.
  • Knowledge of systems analysis and design techniques.
  • Knowledge of state government or business application areas.
  • Ability to work effectively as a member of a project team.
  • Ability to communicate effectively in writing, to design, develop, test, debug, and maintain application programs
  • Experience in the Microsoft development technology. Especially C#, .NET frame work, MVC, ASP.NET, SQL Server Database, SQL Server Integration Services, SQL Server Reporting Services, and SQL is desired.

 

MINIMUM QUALIFICATIONS:

Two and one half (2½) years applications systems development experience utilizing a high-level language. A Bachelor’s Degree in Computer Science or equivalent subject area may be substituted for one (1) year of application systems development experience.

JOB CLASS CODE:  0865                PAY GRADE: 23 -  $44,200.00 - $59,820.80 annually*

*Includes a 15% recruitment and retention salary and eligibility for a training bonus.

 

BENEFITS:

The value of State’s share of Employee’s Retirement:  15.37% of salary for BU positions.  The value of State-paid Dental Insurance:  $13.13 biweekly. The value* of State-paid Health Insurance: 

  • Level 1: 100% State Contribution (employee pays nothing):   $444.68 biweekly
  • Level 2: 95% State Contribution (employee pays 5%):             $422.45 biweekly
  • Level 3: 90% State Contribution (employee pays 10%):           $400.21 biweekly
  • Level 4: 85% State Contribution (employee pays 15%):           $377.98 biweekly 

*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
